Well I think they are interesting to watch and a learning experience. I have learned a few things and can now practice sobriety tests. The follow my finger don't move your head test, the toe to heal imaginary line test when i say go test, the lift one leg and count until i say you can stop test...Are there anymore? My experience with a side of the road breakdown in SH has been different. The officer tried to help me as much as he could. And only left after I called the auto club.

Granted there have been a lot of violent drug related crimes here recently and it seems that the SH has had some success in staying on top of those. There has always been a drug trade out here. But it seems that that trade is changing from a small time dealer to a more violent and gang related business. The battle against this is not just a local police matter as we see with today's bust of a gang by the task force. So in that context it is acceptable that the officers have good salaries. But then we need undercover cops and not what we essentially have now and complain about: highly paid transit officers. Lengthy testimony ensued about the recording of Kabot’s arrest. Gonce said he has the first and original recording in his office, but said it is not labeled as such.

“Did there come a point in time when Officer McManus and Officer Lucas asked for a copy?” asked Gonce.

Gonce said the officers, who stopped and arrested Kabot, had asked to review the “first copy” that he had in his office.

They took the copy, he said, and “when they were done, the put it under the door.”

Gonce testified that he did not know how long the pair had the recording but that depending on his shift, it could have been between one and four days.

“Do you know what they did with it?” asked Keahon.

“I’m assuming they viewed it," Gonce responded.

Gonce testified that when he first viewed the tape, he did not see the gap of more than three minutes with no video. He testified that he noticed the gap after the ADA pointed it out to him.

Gonce also said the video was never placed into a locked evidence locker because it was requested immediately by the district attorney’s office.

And then the report concludes

[ADA]Shapiro mentioned the tape as it related to Officers McManus and Lucas, and said to the judge that there had been “no testimony that evidence was destroyed.”

“Oh, I wouldn’t be so sure about that,” said [Judge] Smith, adding that first, testimony had been heard about the digital recording being taken from the hard drive in the police car. Then, he said, testimony ensued and, “Oops!” he said, “a gap” in the tape was discovered a few months later.

“That’s the testimony,” said Smith.

The town attorney should be investigated by the district attorney's office to insure that this lapse was not inadvertent. He should be immediately replaced before he causes anymore harm to the town. Thank you for the link. ...It was good to see the video in its entirety. It fills in a lot. It clarifies for me the reason for missing the deadline due to the loss of a parent by the town attorney. However it does not justify why in the subsequent three month he did not do so nor assign it to someone else to file an explanation for the lapse. Perhaps his grief incapacitated him. Its tough for an outsider to judge.

I wonder what type of report exists for the board to accompany litigation. Is there a board member assigned an oversight role over the attorney's office? At the very least the board should receive a bimonthly report of of pending litigation against the town with a risk assessment of likely and overall liability. Maybe the Troika can make a law about that.

I think ATH should have disclosed the matter to her colleagues as soon as she became aware of the matter and the remedies that were being taken especially in light of the amount.

I can't accuse her of hiding anything. She may have received assurances from the other town attorney's that the matter was under control and not thought more of it. Still had she relayed the information before it might have resulted in less political drama at a public session. I found Mr. Malone's grandstanding particularly entertaining. If she has egg on her face as a result of her omissions than so be it.

At least its a good thing that the village took control of the wharf. It would be terrible to loose it to something else. It is a great place to hold events that will attract people to the village and will no doubt pay for itself over time. Southampton Village Considers Plastic Bag Ban

I've always found the plastic bags convenient garbage bags. When they fill up I take them and dump them in the garbage in the garage. It helps reduce the smell of garbage inside the house. When I have too many I return them to the market for recycling. The brown paper bags would not work as well for this as they would degrade just by being wet.

In the general scheme of things, are paper bags that much more environmentally friendly than plastic bags? Maybe. The plastic bag is a derivative product from the refining of oil which we are going to consume well into the future. The paper bag is a tree based product. It takes many years for a tree to grow either from industrial forests over many years or you could cut down virgin forest. Perhaps foreign countries will cut their forests, tropical forests, so that we can have that feel good feeling of using paper bags. Recycling paper of course is going to complement that demand, but recycled paper is already a commodity whose demand is relatively tight. So we have to ask ourselves do we want to hug a tree for its aesthetic beauty and the oxygen it produces or the number of shopping bags it will produce for us to shop within the Southampton Village ordinances?

The use of reusable bags is commendable, but unfortunately you don't always have yours when you need it. Most people likely don't have one available. And when shopping for groceries how many will you need. The fact that European's use reuseable bags is meaningless. They shop differently than American's. They buy for their short term needs and don't bulk up for several days as we do.

Its also troubling that the Village is undertaking this by itself. So it will be able to contain the number of plastic bags sold there at an inconvenience to some. But what about all the other platic bags that will be brought in, or blow in, from across its borders. Seems like it would be wiser to lobby the town, county, state to have compatible policies rather than sleigh this dragon by themselves.

Merchants have to evaluate and opine on whether they think this is going to be good for them or complicate commerce for them. In my opinion certain stores like the supermarket will suffer. Are paper bags cheaper for them to provide? If a business can demonstrate that it has viable recycling program can it opt out of the no plastic bag. How is compliance going to be administered? What is the cost to the Village for this? I hear a lot of merchants complaining about how tough things are. Is this the right moment to fiddle with this?

SAVE maybe could maybe provide an educational campaign to people on how to reuse their plastic bags, promote environmental sensitivity or awareness and remind people of how they should discard their garbage. Do an assessment if the Village has enough garbage cans for people to walk over and properly throw out their garbage.( I think it does in general, except maybe for the beaches).

Southampton Village Hopes To Relieve 'Number 1' Problem

If there is a public urination problem in the Village then put in more municipal toilets.
There are only two municipal toilets that I'm aware of: the one behind the Chamber of Commerce on Main Street and the other at Agawam Park, and these are not always open 24/7.

Additionally, merchants in the Village should be more friendly to their clients when we need to use the toilet. How many of us have been told to go the CoC ones? Really you want my business, but can't provide me with a toilet? You should lobby the Village for more municipal toilets. Remind them that the Tangers Mall in Riverhead provides many toilets for its shoppers.

If the village can't build toilets then at least have more portable toilets available in more locations. I've seen some at the beach lots but none at the municipal parking lots in town for example. Place some in those areas that are a particular problem and see how the "quality of life" improves for all concerned.

The more I think about what transpired at that day at the meeting the more I feel the whole drama was political theater. From the resident complaining, the Nuzzi inquiry,and the Malone explosion, indignation, purple-faced veins popping out scenario. No wonder ATH shifted the discussion to Executive session.

Based on what I've learned from some of the posts above, its apparent that Malone, an attorney himself as he tells, may have exaggerated the gravity of the situation to make an impression. ATH may truly not have felt that it was a dire scenario if the attorneys were conveying the same sense of assurance as some of the posters here. Think of the savings in Police time and overtime that will be saved from their not having to spend time on such matters. It may not just be a question of enhancing the "revenue stream" but also looking to cut the costs of enforcement.
